Vietnam Flags More Than 668,000 Bank and E-Wallet Accounts With Signs of Law Violations
Vietnam's State Bank monitoring system has flagged more than 668,000 bank, e-wallet and payment accounts showing signs of law violations, a senior officer of the police cyber unit A05 said.
The State Bank of Vietnam's account monitoring system has flagged more than 668,000 bank, e-wallet and payment-intermediary accounts showing signs of law violations, Colonel Nguyễn Bá Sơn said on 6 November at a finance-security forum in Ho Chi Minh City. He is deputy director of A05, the Ministry of Public Security's department for cybersecurity and high-tech crime, Dân trí reports.
Banks have sent millions of warnings and recovered or halted cybercrime money flows worth thousands of billions of dong, Sơn said.
Fraud and attacks in 2025 and 2026
Police recorded nearly 1,000 online fraud cases in the first six months of 2026, with losses running to thousands of billions of dong, VietnamPlus reports.
A report by the National Cybersecurity Association and Viettel Cyber Security counts about 552,000 attacks in 2025 and says about 41% were aimed directly at finance and banking, according to Nhân Dân. The report says 52.3% of organisations and businesses suffered damage.
A system to trace stolen money
The ministry and the State Bank are studying a pilot system to screen and trace money from scams, meant to freeze accounts and recover illegal flows, Thanh Niên reports. The two agencies met on it three days before the forum, Sơn said.
The banks want more. Đào Minh Tú, a former State Bank deputy governor who now speaks for the Vietnam Banking Association, proposed a three-layer defence: warnings when a user shows signs of being scammed or manipulated, tools that block suspicious transfers, and support for locking an account immediately.
